The Presidio.
In the 1500's, Spanish presidios - fortresses - were built to protect against pirates and colonists from hostile nations. This summer, Estrella's presidio will be something much different. Our "Presidio" will welcome residents and become a place for making new memories, friends, and family fun. Estrella Mountain Residents has taken a closer look at construction and the impact this new facility will have on current and future residents.

PLANS ARE NOTHING. PLANNING IS EVERYTHING.
Plans for the Presidio initiated more than five years ago. The downturn of the economy put those plans on hold. With the economy on a slow recovery and home sales picking up, ground broke last summer. We're also told it didn't hurt for current homeowners to put a little pressure on the developer as the residents were reportedly "promised" the Presidio many years ago.
Not only will the Presidio alleviate foot traffic at the Starpointe Residents Club, it can be used as a marketing feature attracting new buyers into the high-growth areas in the southern portion of the community.

Amenities at the Presidio are planned to be different than Starpointe in many cases -- to expand the options available to residents," explains Dennis Brungardt - six-year resident member of the Board of Directors.
JUST THE FACTS, MA'AM
The Presidio Residents Club is Estrella's second luxury facility to be open to Mountain Ranch and Montecito residents. The first facility, the Starpointe Residents Club, opened in 2004.
"Designed in the rustic, Mediterranean character of Andalusian architecture, the building incorporates heavy timber detailing on exterior roof eaves and interior ceilings as well as the use of traditional stucco, stone and brick building materials," according to the "Presidio Fact Sheet" provided by Newland Communities.

IT'S WHAT'S INSIDE THAT MATTERS
Neutral interior colors will be accented with blue, mustard, and caramel.
Outdoor amenities include:
- 650 square foot patio with misters
- Large event lawn
- Pool with beach entry
- Splash pad and kid's area
- Shade structures
- Pool building with restrooms and outdoor shower

CCMC says it intends to heat just the pool from October through mid-June. However, the budget will be considered and this intention is subject to change. The splash pad, from what we are able to tell, will not be heated.
While we are not able to pin down a total cost for the Presidio, we are told HOA fees will rise about $4 a month per household.
The Presidio may have the same operating hours as the Starpointe, but again, that's subject to change as all the plans are not yet finalized. Residents will be able to access the Presidio with their resident card.

One of the drawbacks of the Starpointe Residents Club is the inability to serve alcohol in its café area. The Developer and planners took note and have made some adjustments with the new residents club.
Until the facility receives a liquor license, we will not know if residents will be able to bring their own alcohol to events or whether children under the age of 21 will be allowed in the wine bar area in the evenings. The good news is CCMC is considering an access system which would allow residents to use the café with extended hours.

IF YOU BUILD IT...
Estrella is no stranger to growth - or publicity. The community launched in 1987. It "was typical of Charles Keating Jr.'s desert developments: a 20,000-acre oasis dotted with sparkling lakes, luxury resorts and fancy homes," according to this Milwaukee Journal article. Yes. That Keating. Myabe you've heard of the Keating Five or the savings and loans mess? Keating died two years ago. But Estrella continues on its path to prosperity.

Estrella continues to be one of the fastest growing master-planned communities in the city of Goodyear. This area represented 19% of Goodyear’s single family permits (169) in fiscal year July 2014-June 2015. In the first seven months of this fiscal year (July 2015-January 2016), Estrella has climbed to 138 permits, which is 25% of Goodyear’s total new housing activity. Estrella is a vibrant community and an asset to Goodyear. The investment in the new Presidio Club, builder activity, and community events all reinforce our belief that Estrella is stronger than ever. The city’s planning department partners with Newland on a regular basis to help bring to life the shared vision and amenities of a resort styled development. In fact, the entire West Valley is seeing a spike in growth. The mid-decade census shows an increase of 10,000 new residents in Goodyear, Arizona alone. That brings our All-America City's population to 74,625. The city estimates about 15-16% of those residents live in Estrella. We checked in with the City of Goodyear's Planning and Zone folks.

Estrella has one resident who serves on the Goodyear City Council. We asked Vice Mayor Sheri Lauritano for her thoughts on the construction taking place in our community.
I believe our community has a bright future and I would love to see some of the aspects of the original plan of Estrella return. We have a great setting for a resort hotel complex with the wonderful views of the desert and city lights. I would also love to see the area around the lake developed to take advantage of the stunning views. People from all walks of life come to Estrella. Why? Its incredible hiking and biking trails are top notch. Many people say living in Estrella feels like living in a resort - away from the hustle and bustle of Phoenix. No pollution and low crime are big factors, too.

The Presidio Residents Club will be hiring four CCMC employees (HOA). The Presidio will also have an office for an employee of Newland Communities (community developer). However, the Presidio Residents Club will NOT have its own Lifestyle Director.
